Sectors of Expertise

The work of CBIE’s International Development Programs Division  is focused on the design,  management and implementation of technical assistance programs, in particular, in the areas of public sector reform and civil society capacity building. Specifically, we offer relevant solutions in public sector reform including:

  • Strengthened governance and democratization for local, regional and national governments;
  • Public sector training and sustainable institutional capacity building;
  • Country specific policy advice and analysis;
  • Financial and human resource management and service delivery;
  • Support in improving government accountability and transparency; and
  • Participatory support for local government initiatives.

In the area of civil society capacity building, we offer a wealth of expertise and learning solutions including:

  • Professional voluntary sector management training for community leaders and university students;
  • Applied grass-roots community development training, community economic development training and on-site support systems;
  • Peace education and conflict prevention, management and resolution training;
  • Non-governmental organization accountability through training in management for results;
  • Training and advice to enhance the policy and research capabilities of civil society; organizations; and
  • Civic education to promote good governance and democratic development.

Over the years, CBIE’s international technical assistance support has reached the following countries: Armenia, Azerbaijan, Belarus, Costa Rica, Czech Republic, El Salvador, Estonia, Ethiopia, Georgia, Ghana, Guatemala, Haiti, Honduras, Hungary, Latvia, Lebanon, Lithuania, Mali, Nicaragua, Pakistan, Panama, Poland, Romania, Russia, Senegal, Slovakia, South Africa, Turkmenistan and Ukraine.
CBIE has developed a reputation of effectiveness based on the strength and competency of our staff and the expertise we identify and contract in support of project implementation – this, coupled with our ability to work collaboratively with both governmental and non-governmental stakeholders.  CBIE provides project design, management and implementation services combined with substantial technical expertise and knowledge, extensive monitoring and evaluation practices and a specific view towards managing for results.  Specifically, CBIE utilizes a results-based management approach in monitoring the performance and outcomes of its undertakings.  This approach has proven both responsive and flexible  - allowing CBIE to operate in complex and fluid development environments and within complex governance and institutional arrangements involving multiple stakeholders and funding and implementing agencies.

CBIE works in partnership with governments, educational institutions and organizations in Central and Eastern Europe, Africa, the Middle East, Asia, and the Americas.  CBIE has an extensive global network of contacts in governments, training and educational institutions, NGOs, private sector, international agencies, and a resource pool of expertise in a variety of sectors. CBIE has access to professional advisors and training providers across Canada and the international expert community.  CBIE has successfully supported the design and management of nearly 100 international projects during the last two decades.  Since 1966, CBIE has managed over $2 billion worth of capacity building and education programs throughout the world. CBIE’s business volume in 2005 was approximately $16 million.

CBIE has developed, planned and managed international agency funded programs since 1967, including the management and delivery of over 55 CIDA-funded projects since 1987.  These project have focusing on institutional strengthening and capacity building in public sector reform, including public administration reform, and in civil society development. CBIE’s approach is to begin each of our programs with the intention of a long partnership, which engenders both short-term confidence and long-term impact. We bring together the best of our Canadian member institutions, government agencies, and private and non-government sector partners through our cooperative working relationships within Canada and internationally.  Our programs are consistently linked to national development strategies focused on poverty reduction or more broadly related to governance.  Each project or program is designed with a targeted approach in mind. We strive to build synergies with other related projects and international donor activities to further magnify our overall development impact and efforts. We also employ information and communications technology not merely as a communication and administrative tool, but more importantly  as an accelerator of knowledge creation, development and nation building.
