How do I request reimbursements?
In order to request a reimbursement, please download, complete, and sign the Student Reimbursement Form. Scan and email the reimbursement form, along with the supporting documents to CBIE.
Please note that CBIE is only able to process reimbursement requests dated January 2010 or later. Requests from dates prior to January 2010 will no longer be processed.
When are reimbursements processed? / When can I expect my reimbursement?
Reimbursements are processed throughout the month by CBIE. If your request is approved, payments will be made either with your Monthly Living Allowance deposit, or by direct deposit on the 15th of the month. Reimbursement money is not deposited at any other time of the month.You will be notified by email if your request is not approved.
I just got married. How do I adjust my scholarship status accordingly?
If you get married during your scholarship period in the United States, and your spouse joins you in the United States, please provide the marriage certificate to the Ministry of Education and Scientific Research with a request to adjust the Monthly Living Allowance, while in Libya. The Ministry will notify CBIE to make the necessary adjustments to your scholarship. CBIE cannot adjust the Monthly Living Allowance until we receive written instruction from the Ministry of Higher Education and Scientific Research.
I just had a baby. How do I adjust my scholarship status accordingly?
If you have a new baby during your scholarship period in the United States, please notify CBIE so that your Monthly Living Allowance can be adjusted. To do so, please complete the New Baby Form and return it to Mr. James McCallum (jmccallum@cbie.ca).
How do I get health insurance?
For Regular Scholarship Students
As a sponsored student in the United States, your scholarship includes health and dental insurance coverage provided by Aetna. When you arrive in the United States and open your file at CBIE, you will be enrolled and you will receive a health insurance card and an information booklet providing details of your health insurance plan. This information can take up to 10 days to arrive by mail, if you have provided CBIE with a complete mailing address. You must bring your insurance card with you when seeing a healthcare provider, so that they may assist you with your claim.
For Self-funded Scholarship Students
Health insurance is an entitlement for the primary scholarship student only and is paid by CBIE directly to the student's institution, through the university's health insurance plan.
How do I submit an insurance claim?
All students are responsible for submitting their own claims directly to Aetna. If you have any questions or concerns related to your health and dental coverage in The United States you may contact Aetna directly at 1-800-231-7729. If you have any other questions or concerns about your health insurance in The United States, you may also contact the insurance broker Sobel and Affiliates (dpollock@sobelins.com). How do I request travel tickets?
Graduated or terminated students are advised to complete the Travel Application Form and return it by email to your academic manager along with any supporting documentation necessary for your travel request to be considered.
When are travel applications processed? What happens when my request is approved?
Travel requests are processed throughout the month by CBIE. If your request is approved, CBIE sends the authorization to the travel agency. You will be contacted by the travel agency to make arrangements with their office. CBIE will notify you by email if your request is not approved. You will not be able to request travel within seven (7) days.
How do I apply for permission for my spouse to study ESL or join an academic program?
Dependents may apply to the Ministry for authorization to pursue ESL/Academic studies, if they meet the following conditions:

The Academic Dependent’s objective must be to complete academic studies. Postgraduate medical residency training will not be
authorized under this policy.

The academic program to be pursued must be in the same field and at a higher level than the dependent’s previous degree. For
example, if the academic dependent completed a Bachelor’s degree in Civil Engineering, the Ministry will only consider authorizing a
request to pursue a Master’s degree in Civil Engineering.
- The dependent must be able to complete the academic program by the primary student’s scholarship end date as extensions will not
be granted to academic dependents.
- If authorization is granted by the Ministry, the authorization will cover the cost of tuition fees only and will require renewal on an
annual basis.
Please carefully complete the Academic Dependent application form and submit to your CBIE Academic Manager.
I have graduated. Now what do I do?
If you have graduated, please contact your academic manager to close your file. You will need to provide the following information to CBIE:

Final Transcripts and proof of graduation in the form of a letter from your department
- Five bound copies of your thesis submitted by mail addressed to CBIE Libya US (click here for the address). Expenses related to your thesis are eligible for reimbursement. Please complete the Thesis Reimbursement Form and email it to CBIE with your original receipts.

Completed Travel Application Form, submitted by email to your academic manager to make arrangements for your return travel to Libya.
How do I close my file?
Should you wish to close your file for any reason, please contact your Academic Manager. Your request to close your file must be submitted to CBIE in writing (English and Arabic), providing the reason for closing your file, as well as the date you wish to return to Libya.
