The way donor countries view development assistance, and how they contribute, have experienced a sea change.

Harmonization, pooling, multilateral coordination, program-based and sector-wide approaches are the themes of the day.

Stakeholders are witnessing the shift of opportunity away from projects, generally proposed by and directly engaging developed country partners, towards large programs proposed by donor agencies and reflecting developing country demand.

Where do publics at home fit into this new environment? What about the participation of developed country institutions, NGOs and individuals? What do the shifts mean to developing country students in Canada? What are the implications for institutional partnership programs? What about public support in an era of shrinking direct involvement by developed country partners?

The conference will look at donor agency policies in Canada and other countries. It will examine the repercussions for civil society in developing countries of recent policy changes. It will consider the risks for donors of providing grants direct to governments and the rewards in coordinated giving.

INTERNATIONALIZATION FOR PRACTITIONERS

The conference will feature a series of workshops to guide international education practitioners on converting internationalization theory into practice.

THE CANADIAN BUREAU FOR INTERNATIONAL EDUCATION

The Canadian Bureau for International Education is the only national organization exclusively dedicated to international education: the free movement of ideas and learners across national boundaries.

CBIE is the Canadian leader in international student issues and sets the standard for scholarship management and service provision.

CBIE's membership is composed of colleges, universities, schools and school boards, organizations and individuals. A 21-member Board of Directors elected by members governs CBIE.

WHO SHOULD ATTEND

The CBIE Conference will attract an international, cross-sectoral group from the many professions connected with and involved in international education. Delegates come from colleges, universities, school boards, educational organizations, the corporate sector, and government agencies with an interest in international education.

KEYNOTE SPEAKERS

Dr. Sima Samar, Chair of Afghanistan Human Rights Commission, will speak on her country's progress toward democracy and how the world can help.

Sir John Daniel, newly appointed President and CEO of the Commonwealth of Learning, will address the role of technology and education in development.
